Yes, you can get HPV vaccine with a prescription of GP. HPV vaccines are free until 16 yo of age and partially reimbursed until 19 yo of age but after 19 yo of age you have to pay the full price -if you don't have a private insurance such as DKV, Axa,..because these private insurances reimburse the vaccines.

After the age of 18 years, this vaccine isn't free anymore. Your GP can make a prescription and you can buy it in the pharmacy and bring to your appointment with your GP.
