What causes persistent urticaria rashes recurring yearly despite Allegra and diet changes?

I have been having urticaria rashes since end of March and it’s very persistent. I am taking antihistamine pills like Allegra but after 24h the rashes come back. I tried restricting my diet and stopped consuming animal products and nuts but it didn’t seem to help. The only time I have had such rashes was 2 years ago around the exact same time of the year, but after 3 days of taking Allegra pills it went away. What could be triggering it now and is it connected to pollen?
