What to Do for Untreated Dislocated Shoulder and Torn Ligaments After RTA?

I was involved in a R.T.A over six months ago, I was taken to A&E where they missed my left shoulder being dislocated, I still can’t move my left shoulder or arm, I’ve now been told the ligaments are torn but the doctor told me they can’t do anything for me, what can I do
